Safety Complexity Index (SCI) Tool

The Safety Complexity Index (SCI) estimates the overall safety management complexity of a project based on its role, scale, coordination level, and identified hazards. It helps determine how much planning, oversight, and control effort a project will require.

This is a screening-level assessment — not a probability-based risk model. It highlights the level of coordination and management attention needed before detailed hazard analysis and project-specific planning begin.
